2013年3月，习近平主席提出构建人类命运共同体理念；9月和10月，先后提出“丝绸之路经济带”和“21世纪海上丝绸之路”。

In March 2013, president Xi Jinping proposed the vision of a global community of shared future; in September and October that year, he raised the initiatives of joining with others to build a Silk Road Economic Belt and a 21st Century Maritime Silk Road(Belt and Road Initiative, or BRI)

It emphasizes that all countries are equal participants, contributors and beneficiaries, and encourages economic integration, interconnected development, and the sharing of achievements

The China-Europe Railway Express has now reached more than 200 cities in 25 European countries, comprising 86 routes passing through the main region of the Eurasia hinterland at a speed of 120 km per hour. Its logistics distribution network covers the entire Eurasia continent

中国院校与亚非欧三大洲的20多个共建国家院校合作建设一批鲁班工坊

Chinese university and college have worked with more than 20 counterparts in partner countries from Asia, Africa and Europe to build a number of Luban Workshop – a professional training program dedicated to the sharing of expertise by China’s vocational education institutions

▌中方将创建“丝路电商”合作先行区，同更多国家商签自由贸易协定、投资保护协定。

 China will establish pilot zones for Silk Road e-commerce cooperation, and enter into free trade agreements and investment protection treaties with more countries.

 ▌全面取消制造业领域外资准入限制措施。

China will remove all restrictions on foreign investment access in the manufacturing sector.

▌主动对照国际高标准经贸规则，深入推进跨境服务贸易和投资高水平开放，扩大数字产品等市场准入，深化国有企业、数字经济、知识产权、政府采购等领域改革。

Efforts will be made to further advance high-standard opening up in cross-border service trade and investment, expand market access for digital and other products, and deepen reform in areas including the state-owned enterprises, digital economy, intellectual property and government procurement.

▌中方将每年举办“全球数字贸易博览会”。

China will hold the Global Digital Trade Expo annually.

▌未来5年（2024—2028年），中国货物贸易、服务贸易进出口额有望累计超过32万亿美元、5万亿美元。

China will support an open world economy, with its total trade in goods and services expected to exceed $32 trillion and $5 trillion respectively in the 2024-2028 period.

▌中方将统筹推进标志性工程和“小而美”民生项目。

China will carry out practical cooperation for the Belt and Road Initiative, promoting both signature projects and "small yet smart" livelihood programs.

▌中国国家开发银行、中国进出口银行将各设立3500亿元人民币融资窗口，丝路基金新增资金800亿元人民币，以市场化、商业化方式支持共建“一带一路”项目。

The China Development Bank and the Export-Import Bank of China will each set up a 350 billion yuan financing window, and an additional 80 billion yuan will be injected into the Silk Road Fund.

▌本届高峰论坛期间举行的企业家大会达成了972亿美元的项目合作协议。

The CEO Conference held during the forum saw the conclusion of agreements worth 97.2 billion US dollars.

 ▌中方还将实施1000个小型民生援助项目，通过“鲁班工坊”等推进中外职业教育合作，并同各方加强对共建“一带一路”项目和人员安全保障。China will carry out 1,000 small-scale livelihood assistance projects, and enhance vocational education cooperation through Luban Workshops and other initiatives. More efforts will be taken to ensure the safety of BRI projects and personnel.

 ▌中方将持续深化绿色基建、绿色能源、绿色交通等领域合作，加大对“一带一路”绿色发展国际联盟的支持，继续举办“一带一路”绿色创新大会，建设光伏产业对话交流机制和绿色低碳专家网络。

China will further deepen cooperation in areas such as green infrastructure, green energy and green transportation, and step up support for the BRI International Green Development Coalition. China will continue to hold the BRI Green Innovation Conference, and establish dialogue and exchange mechanisms for the solar industry and a network of experts on green and low-carbon development.

▌落实“一带一路”绿色投资原则，到2030年为伙伴国开展10万人次培训。

China will implement the Green Investment Principles for the Belt and Road, and provide 100,000 training opportunities for partner countries by 2030.

推动科技创新

Advance scientific and technological innovation

▌中方将继续实施“一带一路”科技创新行动计划，举办首届“一带一路”科技交流大会，未来5年把同各方共建的联合实验室扩大到100家，支持各国青年科学家来华短期工作。

China will continue to implement the Belt and Road Science, Technology and Innovation Cooperation Action Plan, and hold the first Belt and Road Conference on Science and Technology Exchange.     

     
The country will also increase the number of joint laboratories built with other Belt and Road parties to 100 in the next five years, and support young scientists from other countries to work on short-term programs in China.   

       
▌中方将在本届论坛上提出全球人工智能治理倡议，愿同各国加强交流和对话，共同促进全球人工智能健康有序安全发展。

China will put forward the Global Initiative for Artificial Intelligence (AI) Governance at this year's forum. We stand ready to increase exchanges and dialogue with other countries and jointly promote the sound, orderly and secure AI development in the world.

▌中方将举办“良渚论坛”，深化同共建“—带一路”国家的文明对话。         

China will host the Liangzhu Forum to enhance dialogue on civilizations with Belt and Road Initiative partner countries.      

   
▌在已经成立丝绸之路国际剧院、艺术节、博物馆、美术馆、图书馆联盟的基础上，成立丝绸之路旅游城市联盟。

In addition to the Silk Road International League of Theaters, the Silk Road International Arts Festival, the International Alliance of Museums of the Silk Road, the Silk Road International Alliance of Art Museums, and the Silk Road International Library Alliance that have been set up, China has also launched the International Tourism Alliance of Silk Road Cities. 

▌继续实施“丝绸之路”中国政府奖学金项目。          
China will continue with the Chinese government scholarship Silk Road Program.

建设廉洁之路

Promote integrity-based Belt and Road cooperation

▌中方将会同合作伙伴发布《“一带一路”廉洁建设成效与展望》，推出《“一带一路”廉洁建设高级原则》，建立“一带一路”企业廉洁合规评价体系，同国际组织合作开展“一带一路”廉洁研究和培训。

 Together with its cooperation partners, China will release the Achievements and Prospects of Belt and Road Integrity Building and the High-Level Principles on Belt and Road Integrity Building, and establish the Integrity and Compliance Evaluation System for Companies Involved in Belt and Road Cooperation.

China will also work with international organizations to carry out research and training on promoting integrity in Belt and Road cooperation.

完善“一带一路”国际合作机制

▌中方将同共建“一带一路”各国加强能源、税收、金融、绿色发展、减灾、反腐败、智库、媒体、文化等领域的多边合作平台建设。          
China will work with its Belt and Road Initiative partner countries to strengthen the building of multilateral cooperation platforms covering energy, taxation, finance, green development, disaster reduction, anti-corruption, think tank, media, culture and other fields. 

▌继续举办“一带一路”国际合作高峰论坛，并成立高峰论坛秘书处。          
China will continue to host the BRF and establish a secretariat for the Forum.
